Ship to Shore Rights SEA facilitated bilateral trade union cooperation to support Cambodian migrant workers in the fishing sector in Thailand. From 27 to 30 November 2022, two ILO partners in Cambodia, the Cambodian Labour Confederation (CLC) and Legal Support for Children and Women (LSCW), visited Fishers’ Rights Network (FRN) in Trat and Stella Maris in Rayong.

Cambodian workers’ representatives and activists were able to learn about the situation of migrant workers in Rayong and Trat provinces, and the services made available by FRN and Stella Maris, CLC and LSCW also visited the Port In Port Out interdisciplinary team in Trat. FRN and CLC also agreed to develop an informal bilateral agreement to provide end-to-end support to Cambodian migrant fishers throughout their migration cycle. One pilot activity will be the delivery of pre-departure orientation at MRC Koh Kong, using the S2SR training manual and incorporating the sharing of first-hand experiences of migrant fishers by FRN. LSCW agreed to support referrals for legal assistance on the Cambodian side and work closely with HRDF on cases involving Cambodian migrants in Thailand.
