A consultation workshop was held on 26th October 2022 in Phnom Penh to discuss the findings of the ILO’s gap analysis of Cambodia’s legal framework for labour migration into the fishing and seafood processing sectors in relation to the Work in Fishing Convention (No. 188), the Private Employment Agencies Convention (No. 181) and the Protocol of 2014 to the Forced Labour Convention (No. 29). More than 40 tripartite plus stakeholders provided inputs for the legal analysis and discussed plans for the way forward in advancing Cambodia’s labour migration governance framework for the fishing and seafood processing sectors. The workshop was particularly timely in preparing for development of a bilateral agreement on work in fishing with Thailand, the revision of the Labour Migration Policy for Cambodia 2019-2023, and the drafting of a Labour Migration Law. It also supported the ILO’s tripartite constituents and civil society partners to obtain a better understanding of the value added of ratification of the relevant international labour standards.
