UNDP organized a hybrid multi-lateral consultation on Trans-national Referral Mechanism (TRM) for the GMS region between Cambodia, China, Lao PDR, Thailand, and Vietnam. The consultations brought together 40 representatives from relevant government agencies, civil societies, UN agencies, and development partners working on counter-trafficking.

The event provided a space for multi-lateral dialogue on TRM – the very first one post-COVID-19 pandemic – for participants to explore ways forward to pilot TRM in the GMS and potential activities to kick start the initiative. Participants also worked together and validated the draft TRM framework, which will be presented at the COMMIT Inter-Ministerial Meeting (IMM) on 16 December 2022. This draft TRM framework, which is rights-based and gender-sensitive, was designed to incorporate TRM scoping surveys, key informant interviews and national TRM design consultations conducted from Q1-3 of this year.
